Europe is moving toward the development of more next generation access networks (NGANs), yet more than three-quarters of Europeans still lack access to these systems. The biggest challenge has been on the business side, as providers struggle to get enough of a return on the significant investment. To change the NAGN landscape, operators, regulatory bodies and governments must address several critical issues.
