In today’s world, the phrase “agile government” cannot be an oxymoron. Political, societal, economic and technological forces are affecting governments and their decisions with increasing speed. Citizens and businesses demand faster and more personalized service, and policies must be developed and implemented more quickly than before.

From European Union expansion to more bilateral trade agreements, from hackers to SARS (severe acute respiratory syndrome), the effects of globalization are increasing demands on governments, while limiting their freedom to maneuver. Heightened security concerns require more government spending and regulation, which constrict government efficiency and responsiveness. Aging populations are increasing public expenditures on social security, pensions and healthcare, while reducing the revenue base and talent pool. Although new technology provides governments with opportunities to improve efficiency and responsiveness, it also poses a host of new challenges such as collecting taxes on internet transactions and from virtual corporations.
